WE HAVE RECEIVED THESE IN CASE PACKS FOR YEARS WITH THE BIKE WHEEL/S SLIGHTLY OFF THE BASE; IT'S JUST THE WAY THEY ARRIVE DIRECTLY FROM LEMAX, MOST LIKELY DUE TO FAULTY GLUE AT THE FACTORY. TO FIX, SIMPLY USE SUPER GLUE ON THE LOOSE WHEEL/S ONCE YOU OPEN THE CLAMSHELL.
