Antique Halloween Pressed Paperboard Jack-O'-Lantern w/ Top Hat Part ~ 1910s / 1920s German Authentic

Figuring out what this item is is not difficult, it's a jack-o'-lantern wearing a top. However, deciphering what it originally was a part of or what it went to is a bit more challenging. Was it the head to a figural, part of a candy container, the top of a streamer/accordion decoration or something else? We're not entirely sure, but our belief is that this item is almost certainly German and was most likely made in the 1920s or early 1930s, possibly even sooner in the late 1910s.  This rare jack-o'-lantern is unmarked and is in rough antique condition with numerous areas of wear and tear (may include blemishes, scuffs, paint loss, rips/tears, bends/creases, holes, etc.), including major creases/bends to the top hat, cracking/rips around the entire item, paint loss, etc. Overall, we think that the uniqueness of this piece makes it a worthwhile collection addition for many collectors, even if we can't confirm with 100% certainly what it originally went to!  This piece is ~100 years old and still has display value. Similar JOL faces and characters appear in many of the collectors guidebooks, typically as part of figurals or candy containers. This treasure ~4" from top to bottom.
